<p>EVA members will vote March 13 whether to accept new liquor licenses on the 1900 block of Chicago Avenue. The two business owners presented their plans Feb. 7.</p>
<p>A moratorium now restricts new liquor licenses, with restaurants as the only exception, on Chicago Avenue between Damen and Wood in the 36th Ward. The vote would advise Ald. Gilbert Villegas on whether to lift the moratorium for at least a year.</p>
<p><a href="/2024/02/passages-wine-and-books_21.html">Passages Wine and Books</a>: The wine cafe at 1911 W. Chicago will serve glasses of wine as well as pour-over coffee and other nonalcoholic beverages, as well as snacks, popcorn and tinned fish. "It is time to start something that brings me and others joy," said business ownber Amanda Sadowski a social worker in Chicago for 15 years. The bookstore's bar would not qualify for the restaurant exception for new liquor licenses. The building previously housed online retail and a martial arts studio.</p>
<p><a href="/2024/02/happy-hour-shop.html">The Happy Hour Shop</a>: The barware shop plans weekly private events and home bartending classes of up to 15 people at 1919 W. Chicago Ave., the former Velveteen Rabbit children's bookstore. Jess and John Feller operate Aged & Infused, an online seller of bar accessories on the Near West Side, tested the storefront concept last year at the West Town Chamber of Commerce pop-up space.</p>
<p>Both businesses have offered to draft plans of operations that would limit their liquor sales and hours of operations. The moratorium encourages art galleries and other businesses that might not afford the rents of a hospitality district. </p>
<p>Members can <a href="https://www.facebook.com/events/340209565659652/" target="_blank">vote on the moratorium lift</a> during the 7pm Maarch 13 meeting at Roots Pizza West Town, 1924 N. Chicago Ave.</p>
<h2>Officer search committee named</h2>
<p>Christina Slaton plans to stand down as EVA president. She named Bob Zwolinski, Alison Coughlin and Michael VanDam to the nominating committee for the March 6 election.</p>
<p>The area is seeing signs of gang activity, from graffiti to bent street signs, said treasurer Bob Zwolinski. Report concerns to police and to the local alderman. </p>
<p>The West Town Branch Library has returned to full staffing, said Stephanie Flinchbaugh, West Town Branch Library manager. The branch has lanched a Sunday <a href="https://chipublib.bibliocommons.com/events/65bd67007a6f804500a1e0ee" target="_blank">writer's group</a> and is promoting the city's new <a href="https://exploremore.quipugroup.net/?Chicagohttps://exploremore.quipugroup.net/?Chicago" target="_blank">digital museum passes</a>, which do not require passes. Library card owners can also access books, movies and magazines via the <a href="https://libbyapp.com/" target="_blank">Libby</a> and <a href="https://www.hoopladigital.com/" target="_blank">Hoopla</a> apps. </p>

<p>A proposal to rezone part of the 800 block of North Damen Avenue is on the agenda for the April membership meeting.</p>
<p>Properties at 814 N. Damen, 818 N. Damen and 820 N. Damen would allow multiunit residential construction of up to 4 floors without storefronts. EVA board member Neal McKnight recommends the rezoning as consistent with surrounding uses. The first two buildings are residential; 820 N. Damen is the vacant Grace Auto Body location and a potential redevelopment site.</p>
<p>If Ald. Gilbert Villegas (36th) adopts the proposed EVA recommendation, zoning would change to RM-5, a residerntial designation. The current B-3 zoning calls for first-floor business use, with residences permitted on upper floors. RM-5 would allow more residential units then the mixed-use designation.</p>
<h2>Burger bar goes cold</h2>
<p>Land use debate has <a href="/2017/08/restaurant-plan-shakes-damen-neighbors.htmlhttps://www.eastvillagechicago.org/2017/08/restaurant-plan-shakes-damen-neighbors.html">centered on 820 N. Damen</a> since 2017 plans for a burger bar at the site with outdoor seating. In 2019, operators <a href="/2019/06/auto-shop-restaurant-remake-forum.html">presented their business plan</a> to members of EVA and the Ukrainian Village Neighborhood Organization. Ald. Brian Hopkins (2nd) backed the patio licensing at the time, but construction stalled last year.</p>
<p>In November, after City of Chicago outreach the two community groups <a href="/2023/12/ald.html">opened a zoning review</a>. In December 2023, the 820 N. Damen property fell into foreclosure. EVA members <a href="/2024/01/damen-avenue-zoning-vision.html">reviewed land use along Damen</a> from Chicago Avenue north to Thomas Street.</p>
<p>There is little demand for commercial or business zoning here and substantial pushback for alcohol-related uses," says McKnight, EVA's planning committee chair. Last month, he notes, the owner of 828 N. Damen asked for permission to waive the first-floor commercial space requirement.
<p>"The demand for commercial uses is very low here," McKnight says. "Apartments, houses and condos that are not above a commercial use are more attractive and valuable." However, rezoning to solely residential uses over a larger area on Damen would create nonconforming retail uses, which McKnight says the city discourages. The switch to exclusively residential zoning in this block eliminates nonconforming uses, impacts no existing retail or commercial uses and will likely spur residential development that is in higher demand.

<p><b>Our Company:</b> Passages Wine and Books is an LLC formed in March 2023, under sole ownership of Amanda Sadowski. The main concept of Passages Wine and Books is bringing people a space that allows for exploration of their hobby or passion. Passages is a bookstore that includes a cafe component for wine, non alcoholic drinks, pour over coffee, and a collection of tea. Passages believes that reading, learning about wine, or having a cup of tea can broaden one’s mind, expand knowledge, or provide a moment of relaxation. These activities can be done independently, but also can have a shared component.</p>
<p>We will welcome those who choose Passages as a place to independently study, work, or take a moment for themselves to enjoy a cafe item. We also hope to be a host for literary or tasting events, and a gathering space for clubs or community groups. Passages is looking forward to collaborating with other small businesses and community organizations to execute their mission and values.</p>

<p>I grew up in Massachusetts and have lived in Chicago for 16 years. I started my career in social service, working in child welfare and medical case management. I am currently a manager of a case management team in the healthcare setting. During this time, I also gained 14 years of serving and hospitality management experience in the food and beverage sector. Personally, I am a volunteer and mentor trying to make impactful contributions within the community through community service, mentoring, and service on a non profit board of directors. In my free time, I enjoy watching football, spending time with my husband and close friends, exploring Chicago, and reading. After 15 years in social work, I am pursuing a business that brings me joy. What makes Passages unique is the founding experience in service, aptitude in management and working with others. <h2>Damen Avenue's strip-mall zoning does not reflect the apartments and small shops on East Village's western border. How can EVA support a new vision?</h2>
<p>EVA's January meeting continued a discussion of Damen Avenue zoning. Ald. Gilbert Villegas (36th) has encouraged a proactive zoning review for the former 2nd Ward stretch. A <a href="https://www.eastvillagechicago.org/search/label/Shake-It">2019 plan fizzled</a> for a tavern at at 820 N. Damen Ave. surrounded by apartments. Renovation of the former Grace Auto Body stopped at least six months ago. </p>
<p>EVA board member Neal McKnight suggested downzoning Damen from Chicago to Division while extending the current Ukrainian Village and East Village landmark districts. Both commercial and residential zoning for Damen had advocates in the January member disucssion. </p>
<p>McKnight <a href="https://www.eastvillagechicago.org/2023/12/ald.html">summarized November's zoning discussion</a> with the Ukrainian Village Neighborhood Association. Most of Damen is in a B3 "community shopping district," which includes shopping centers and large store. Current zoning might suspport national retailers or strip-center uses such as the 7-Eleven at 1508 N, Damen Ave.</p>
<p>Chicago also has B2 mixed-use and B1 reighborhood shopping, both of which allow ground-floor retail. Mixed-use zoning can limit the uses adjoining residential or R-zoned lots.</p>

<p>Damen uses are largely residential, and Villegas' staff indicates that the alderman would support downzoning thata does not conflict with current uses. Landmark districts restrict not use but street-level appearance; the <a href="https://webapps1.chicago.gov/landmarksweb/web/historicsurvey.htm" target="_blank">Chicago Historic Resources Survey</a> lists 21 Damen addresses between Chicago anad Division with historic and architectural importance.</p>
<p>A member vote is likely to precede a recommendation to Villegas and Ald. Daniel La Spata (1st), whose ward extends north from Augusta Boulevard.</p>
<p>A brief public safety discussion ended the meeting. Both aldermen are concerned about property use in connection with gang activity. A March 19 primary referendum in the 36th Ward reportedly <a href="https://blockclubchicago.org/2024/01/09/should-the-13th-police-district-reopen-march-ballot-asks-some-west-town-neighbors-to-weigh-in/" target="_blank">will seek reopening</a> of the Chicago Police 13th District.</p>

<p>In a joint meeting with the Ukrainian Village Neighborhood Association, EVA members met with Ald. Gilbert Villegas (36th), discussed Augusta Boulevard bike lanes and rezoning options for Damen Avenue, and learned about a new local restaurant.</p>
<b>Ald. Villegas Q&A</b>
<p>Villegas joined directly from City Hall and was excited about the passing of a new paid time off ordinance, which he called the most progressive in the country. Discussion turned to housing Chicago's migrants. Chicago has <a href="https://www.msn.com/en-us/news/us/mayor-johnson-set-to-announce-mobilization-of-faith-philanthropic-resources-for-migrants/ar-AA1kEVdR" target="_blank">received over 22,000 migrants</a> since last year with little state and federal support. A new shelter is going in at 526 N. Western Ave. to house 55 families, including 55 women, 45 men and 100 children. Assessments are in progress to discover areas for volunteerism, donations and other needs. Please stay tuned to the 36th Ward social media channels for information. </p>
<p>Villegas was host to a public safety meeting on Aug. 15, but he didn’t feel satisfied with the information provided, so he invited police Superintendent Larry Snelling and Mayor Brandon Johnson to a follow-up meeting on Nov. 14 at the Ukrainian Cultural Center. Neither will be able to attend, but each will send representatives from their offices. Villegas also partnered with Ald. Daniel La Spata (1st) and Ald. Walter Burnett (27th) to send a letter to Snelling demanding a new police satellite office in the Goldblatt’s Building at Chicago and Ashland Avenues to bring a larger police presence to the neighborhood. Villegas also introduced an ordinance to re-establish pursuit restrictions in 90 days. This gives CPD enough time to undergo training, which Villegas hopes the State Police can provide.</p>
<p>The new Augusta Bike Lane Working Group is currently being formed by Kimberly Shannon, UVNA President, with invitations coming soon to those who are appointed. There will be 10-12 people in the group who will work directly with the 36th Ward office to provide feedback to the Chicago Department of Transportation. Villegas stressed the need for a citywide strategy for micro-mobility from CDOT. </p>
<p>Finally, Villegas informed attendees to be on the lookout for more information regarding questions on the March 2024 ballot. Questions are still being formalized, but there will be three most likely related to the <a href="https://www.bringchicagohome.org/" target="_blank">Bring Home Chicago</a> property transfer tax plan, flood mitigation and a cap on asylum seekers. </p>
<b>Damen Avenue Zoning</b>
<p>EVA board member Neal McKnight presented information about possible zoning changes to Damen Avenue as residents near 820 N. Damen Ave. have concerns about the <a href="https://www.eastvillagechicago.org/2019/06/auto-shop-restaurant-remake-forum.html">buildout of the old Grace Auto Body</a> garage into a restaurant. As it seems the restaurant that was planning to open there, Shake-It, will no longer be moving forward, some neighbors are requesting rezoning. The change will affect Damen Avenue between Chicago Avenue and Thomas Street and could impact businesses already in the area. More information will be forthcoming, and members may be asked to vote on a recommendation EVA gives to Villegas and the city’s planning committee.</p>
<b>Feld Restaurant</b>
<p>Chicago native Jake Potashnick has come home to open a new farm-to-table fine dining establishment at 2018 W. Chicago Ave. The focus will be on featuring local product by using daily deliveries to create unique tasting menus. Potashnick will offer 1 or 2 seatings per night Wednesday through Saturday, with a classic wine and beverage menu. Construction has started and is slated to finish in time for a May 2024 opening. </p>

<p>Neighborhood preservation and beautification were on the agenda in September when EVA welcomed representatives from TreeKeepers and Block Bins.</p>
<h2>Urban forestry tips from TreeKeepers</h2>
<p><a href="https://chicagorti.org/resources/openlands-treekeepers/" target="_blank">TreeKeepers</a> is a group of volunteers, including neighbor and presenter Micol Werner Seferin, trained to care for Chicago’s public trees. Our “urban forest” includes all trees in the public way, such as those along sidewalks and in parkways and parks. These trees are property of the City of Chicago and residents are not allowed to prune them, but Seferin suggested many activities we can do to keep our trees healthy and beautiful: <p>
<ul>
<li><b>Water:</b> trees need approximately 15-20 gallons of water weekly (if it has not rained). We can tell it’s time when the soil around the tree is dry. Make sure to pour water slowly at the base of the tree.</li>
<li><b>Signs:</b> Remove signage for street sweeping, plowing, construction, no parking, etc.</li>
<li><b>Roots:</b> Keep the area around the base of the tree clear of debris or overgrowth from other plants, and do not build physical barriers that can block roots.</li>
<li><b>Mulch:</b> Ideally, use mulch from the same kind of tree, but if that isn’t available, make sure to use something natural and avoid mulch that won’t become soil in the future. Keep mulch placed around the tree more than 4 inches away from the base. It is tempting to build the mulch up into a volcano shape around the base, but this can cause rotting in the trunk. </li>
<li><b>Call 311: </b>A city crew will respond in the event of a tree emergency or if the planting of a new tree is requested.</li>
</ul>

<h2>Block Bins promotes food scrap composting</h2>
<p>Food scraps create 20% to 30% of the waste in Chicago. They attract and feed rats when put in the waste bins in our alleys, and they fill landfills with organic material that releases methane and other greenhouse gases as they decompose, degrading our immediate and greater environments. Composting is a great way to divert this waste away from landfills and put food scraps to work creating soil and harnessing the power of the released gases.</p>
<p>The Chicago Department of Streets and Sanitation and NeighborSpace have partnered on a pilot program to test composting in Chicago; however, the program is currently limited and not available to all residents. To bridge the gap for those who are interested, there are a few private composting companies offering services for a fee. </p>
<p>Kyle Preuss, chief marketing officer of <a href="https://blockbins.com/" target="_blank">Block Bins</a>, joined EVA to discuss the benefits of composting, and specifically their easy and accessible curbside program. Subscribers rent space in a shared bin placed in an alley alongside the current waste and recycling bins. Each bin is rat-proofed and secured with a combination lock—the code is only provided to subscribers<./p>
<p>Subscriptions start at $10/month, and subscribers have the option of joining an existing bin or requesting a new one. Pickups start on a monthly basis and scale up as needed. All collections go to <a href="https://www.greenerachicago.org/" target="_blank">Green Era</a>, a local company in Auburn Gresham focused on “community education, food access, and climate resiliency strategies”. <p>Chicago residents soon may have a drop-off option for responsibly disposing of food waste, provided free by the city’s Department of Street and Sanitation.</p>
<p>Food waste sites throughout the city will be a welcome development. Chicago has long been lagging behind many metropolitan areas in addressing the food waste problem. When organic materials are sent to the landfill, they emit methane, a potent greenhouse gas that is more than 25 times as potent as carbon dioxide at trapping heat in the atmosphere. Avoiding this result is an important strategy in mitigating the effects of climate change.

<p>
In addition, Streets and San is restarting the distribution of backyard compost bins. Composting at home is the most environmentally friendly way of managing organic wastes, but not everyone has the space or desire to do so.
</p>
<p>
Chicago's food waste collection will start this August or soon in the fall. The first step will establish local drop-off sites in a limited, undetermined area. Ald. Daniel La Spata (1st) is on the City Council’s Environmental Protection and Energy Committee and has been lobbying for these improvements to come to his ward, but there is competition for these services and rollout is likely to be aligned with budget availability. Politics and the squeaky wheel effect will be in play.

<p>
Finally, Chicago has applied for funding to establish residential collection of food wastes, just like blue carts for recycling. The grant process is competitive, so this option isn’t a sure thing. Other neighboring cities already provide this option, though; Highland Park is the most recent city to roll out new bins for their residents.

<p>
If the idea of composting and dealing with food waste elicits a strong “ick” factor for you, reconsider. People who try it are amazed at the transformation of their garbage cans. <p>A hiring blitz is underway at CTA. Officials presented updates on transit June 5, and EVA members learned about the offerings at the new Empanada Mama.</p>
<p>Pre-pandemic, ridership was steady with busier times during rush hour, According to Sam Smith, CTA vice president of legislative affairs, and Maria-Teresa Román, government and community relations officer. But Covid-19 hit the agency hard as ridership decreased and has since become unpredictable. Leadership focused on doing their best to maintain service during the pandemic, but it was negatively impacted by high turnover and staff shortages.</p>
<p>In the past, new CTA employees started part-time and advanced to full-time employment; however, in an effort to dramatically increase staff, full-time employment is available immediately to the right candidates. Currently, hiring is 43% to goal for buses with many more openings on the rail lines.</p>
<p>In the meantime, schedules have been adjusted to manpower in an effort to optimize service. Overall, improvements in service reliability are 89% for rail and 94% for buses. The Blue Line is slightly below average at 73.4% and increasing with a focus on incremental changes. <p>EVA hosted aldermen Daniel La Spata (1st) and Gilbert Villegas (36th) for an update on ward news and introduced the new officers and plans for a neighborhood block party on Aug. 19.</p>
<h2>1st Ward: Bike lanes, LaSalle II field, migrant needs</h2>
<p>La Spata reviewed plans for the new protected bike lane on Augusta Boulevard from Western Avenue to Milwaukee Avenue. He is hopeful for connected bike access through the neighborhoods, but pointed out each alderperson is responsible for coordinating in their own ward, which makes it difficult to design citywide. He is looking into creating safe north-south routes with a focus on moving forward on Wood Street. Three different designs will be revealed for the project in late May. La Spata will be serving on the transit committee, and members can reach out to his office to share ideas and concerns.</p><p>Funds are being raised for rehabilitation of the field at LaSalle II Magnet School, 1148 N. Honore. So far, $450,000 has been earmarked from the Open Spaces Fund, and La Spata is working with Chicago Public Schools to get the rest funded. Improvements will include a new baseball diamond.</p><p>One of the biggest challenges facing the ward and its schools, including Wells, Otis and Talcott, is the influx of migrants and needs for mental health care, housing and seamless integration into the community. <h2>Officers elected</h2>

<h2>Happy Village presentation</h2>
<p>Owner Jim Masterson, architect Martin Snow of SGW Architecture and Design, and zoning counsel Talar Berberian of Thompson Coburn presented plans and renderings. The group was compiimentary of the proposal and design.</p>
<p>Concerns were raised regarding removing the patio wall. The consensus was the wall should remain to protect against noise. The Commission on Chicago Landmarks has asked that the wall be removed. A request has been sent to landmarks to weigh in on the issue.

<p>Jim Masterson has agreed to include as much of the prior negotiated Plan of Operation into the lease of the premises by any future commercial tenant. Martin Snow noted that the trees were removed from the renderings but the existing trees will be preserved and protected. In addition, two additional trees will be added to the Wolcott side. Snow and Masterson agreed to install bike racks for public use on the Wolcott side.</p>
<h2>36th Ward runoff election</h2>
<p>The group agreed to co-sponsor an aldermanic debate for the 36th Ward with <a href="https://uvnanet.wordpress.com/" target="_blank">Ukrainian Village Neighborhood Association</a> and <a href="https://chicagograndneighborsassociation.wordpress.com/" target="_blank">Chicago Grand Neighbors Association</a>. <p>Chicago voters on Feb. 28 will choose citizens to follow through on neighborhood public safety concerns. East Village Association members heard Feb. 6 from three Police District Council candidates who hope to act as a check on West Side police.</p>
<p>Down-ballot from mayor and alderman races, six candidates are competing to fill three seats on a board that will <a href="https://www.chicago.gov/content/dam/city/sites/committee-on-rules/documents/Civilian-Oversight-Final-7.18.pdf" target="_blank">meet monthly</a> to "build connections between the police and the community." Atttending the Feb. 6 meeting, John Donatelli, William Guerrero and Leonardo Quintero pledged to report to EVA members and take their concerns to 12th District Commander Beth Giltmier.</p>
<p><a href="https://www.compass.com/agents/john-donatelli/" target="_blank">Donatelli</a>, a Roscoe Village real estate broker, hopes to influence spending priorities. As an example, he questioned whether <a href="https://www.nbcchicago.com/news/local/cook-county-is-getting-a-helicopter-to-help-track-carjackers-sheriff-says/3000391/" target="_blank">expanding the helicopter fleet</a> was a wise use of police resources.</p>
<p><a href="https://thekidfrompilsen.com/" target="_blank">Guerrero</a>, a Pilsen artist and the city's youngest police council candidate, wants to bring youth to the table and advocate for school, park and violence prevention programs, including the <a href="https://www.collaborativeforcommunitywellness.org/treatmentnottrauma" target="_blank">Treatment Not Trauma</a> plan for non-emergency crisis response.</p>
<p><a href="http://ecpsdistrict12.com/" target="_blank">Quintero</a>, a Pilsen youth coach, shares a platform with Michelle Page and Chloe Vitale to promote community court, violence interrupters and second-chance programs. While the council can only advise on misconduct, Quintero noted that it can request investigation records from the police and the Civilian Office of Police Accountability.</p>

<h2>Here's your chance to spend $1 million on street work.</h2>

It’s time to vote! No, not in that election, the one for mayor and alderman on Feb. 28. For 1st Ward residents, this is an opportunity to spend $1 million in ward infrastructure money. </p>
<p><a href="/2022/10/participatory-budgeting-returns-in-1st.html" target="_blank">Participatory budgeting</a> is a resident-led vote to identify and fund projects that are important to the community. Ideas are solicited, then a team of volunteer residents reviews them and develops them into proposals, then residents can choose their preferences.</p>
<p>Voting is underway now and closes Feb. 5. The highest voted-on projects listed are what the alder will spend the money on, maybe with some adjusting to stay within the $1 million limit. Whether the projects get done will be subject to many things, but straightforward ones will be done&mdassh;if more votes come in for street repaving versus alley repaving, the streets will be done.</p><p>
The process includes voting on eight policy advisory questions, in addition to the infrastructure projects. The participatory budget funding can be used only for infrastructure or actual physical projects, such as resurfacing streets and alleys or installing bike road improvements.</p>
<p>During the idea collection phase, many residents submitted ideas about safety, dog-friendly areas and use of tax increment financing dollars. These are not fundable by the infrastructure money. However, the ballot includes these ideas as advisory questions. Votes on these items will help the alderman and his staff determine their working priorities for the upcoming year.</p>
<p>
Voting is a simple two-step process. First there is a short survey to <a href="https://www.participatepbchicago.org/processes/PB1/f/66/" target="_blank">register and answer</a> the eight policy advisory issues. Then proceed to the <a href="https://www.participatepbchicago.org/processes/PB1/f/64/budgets/8/projects" target="_blank">infrastructure voting</a>. There are 11 projects to choose from. I found the voting easy and quick. Do it! </p>

<p>East Village again is split in Chicago's City Council redistricting. Ald. Gilbert Villegas introduced himself to East Village Association members Sept. 12. In turn, members sounded him out on how he works with community groups on neighborhood issues.</p>
<p>The remap pushes Villegas' <a href="https://www.36thward.org/meet-gil-villegas">36th Ward</a> boundaries east <a href="https://app.chicagoelections.com/Documents/general/36th%20Ward.pdf" target="_blank">along Grand Avenue</a> from Belmont Cragin into East Village. A West Town satellite office at 2246 W. Chicago Ave. is staffed Tuesday through Thursday.</p>
<p>"I ran in 2019 under an acronym that I still use today, which is PEACE—Public Safety, Education Accountability, City Services and Economic Development," Villegas told EVA members before taking questions. "I'm not an alderman that's about defunding the police. I'm an alderman that's about reimagining how we can deliver public safety." </p>
<p>Asked for details, he noted a pilot program that dispatch social workers to respond to mental health 911 calls and use of beat officers to follow up on non-emergency issues. He said he would work with the 12th District to copy the 14th district's catalytic converter tagging program. He noted that he had worked with other aldermen to get more recruits assigned to the O'Hare neighborhood.</p>
<p>Villegas was asked to confer with EVA on development concerns. "If I hear that becomes an issue I'll be more than happy to do that. It doesn't bother me. The more input the better," he said. "I'm not opposed to creating a zoning commitee within the ward office. I have no problem with that. I haven't done it in the past but will be more than happy to do it."</p>
<p>The 36th Ward uses <a href="http://www.pbchicago.org/36th-ward.html" target="_blank">participatory budgeting</a> for infrastructure projects, involving high school students on one school-focused initiative. Response in 2021 was comparable for the 1st and 36th wards. Villegas says he uses the vote to guide proportions rather than specific dollar amounts, which depend on funding from all sources.</p>

<p>Community Chicago Police commanders Beth Giltmier (12th District) and Elizabeth Collazo (14th District) fielded questions from West Town residents July 18.</p>
<p>The 14th District is working to secure an additional remote camera to monitor violence and vehicle crime, Collazo said. Blue-light cameras are constantly monitored from a strategic decision center. Last year, Ald. Daniel La Spata (1st Ward) helped secure funding for cameras and license plate readers on Milwaukee Avenue at the Wood and North-Damen intersections.</p>
<p>Police are also making more traffic stops, Giltmier said, and squad cars may turn on their blue lights for added visibility. "In government we're always going to be fighting for resources," Giltmier said. "What's your priority for this area? If you're thinking you're being neglected in your part of town let your public officials know." </p>
<p><a href="https://home.chicagopolice.org/community-policing-group/community-event-calendars/district-12/" target="_blank">Community policing</a> beat meetings for East Village (Division Street to Chicago Avenue) now take place at the 12th District police station, 1412 S. Blue Island Ave. Upcoming dates are 7pm Oct. 19 in Beat 1212 (west of Wood Street) and at 5pm Oct. 5 and Nov. 23 and Dec. 14 and in Beat 1213 (east of Wood).</p>
<p>"We're going in the right direction," Collazo said. "I get it that the carjackings are still happening and it does seems like it's catch and release. If you have anything of evidentiary value pass it along. You'd be surprised that something you might think is insignificant might work for us. It's not just us being out there patrolling. It's you helping us out, being our eyes and ears."</p>

<p>Weekend gunfire turned a scheduled meeting with Ald. Daniel LaSpata into an hourlong discussion of public safety. Residents pressed the alderman on police response to calls and his own response to violent crime.</p>
<p>The June 13 meeting was <a href="https://www.facebook.com/eastvillagechicago/videos/597228228289495" target="_blank">streamed on EVA's Facebook page</a>. La Spata stated that the number of aggravated batteries and carjackings had fallen in East Village's two beats but a <a href="https://home.chicagopolice.org/wp-content/uploads/18_PDFsam_CompStat-Public-2022-Week-23.pdf" target="_blank">rise of robberies</a> had been "frustrating." In weekly calls with 12th District Cmdr. Beth Giltmier, La Spata said he pushed for Chicago Avenue foot patrols. </p>
<p>Residents asked if more street cameras would be installed in the ward, noting that early morning shots fired on their block two days before had no police response for more than an hour. La Spata said cameras were funded from the ward's discretionary "menu money" but he would not commit to funding cameras without consulting Giltmier.</p>
<p>Staffing has risen in the 12th District, but La Spata said police can be "inscruitable" about where officers are assigned from day to day. In June, the Chicago Police reported <a href="https://informationportal.igchicago.org/sworn-cpd-members-map/" target="_blank">292 officers</a> in the district. Stafing in the past year ranged from 276 to 290, more per capita than Wicker Park's 14th District. La Spata said he had written a letter at Giltmier's request supporting the increase.</p>

<p>Wheels are turning on Wood Street's proposed bicycle lanes. The Chicago Department of Transportation has not presented a plan and EVA has been unable to connect with CDOT, but Ald. Daniel La Spata (1st Ward) expects details to emerge in the next month.</p>
<p>"On the Wood Street bike lane, please know that CDOT continues to have this project under review," La Spata wrote EVA via email. "All of the feedback we receive from residents continues to be passed on. Whenever CDOT comes back to us with design alternatives, we will make sure to notify the public."</p>
<p>La Spata asked for time to present to EVA members at the June meeeting and expects by then to "have clarity" on the project. <p>
<p>One group of neighbors are circulating fliers for an <a href="https://www.ipetitions.com/petition/nobusnobike">online petition</a> that opposes 1st Ward bike lane projects, as well as a permanent bus/bike lane between Ashland and Western avenues that could claim parking spaces.</p>
<p>La Spata has <a href="https://www.eastvillagechicago.org/2022/02/boundaries-shift-in-ward-remap.html">pledged up to $325,000</a> in city "menu money" to install protected bike lanes on either side of Wood Street when it is repaved. EVA board members have objected to limited outreach and participation in La Spata's "participatory budgeting" process.</p>
<p>"I think there has been more communication between us and him in the last two months than we've had in the previous two years unless it's specifically a zoning item," board member Neal McKnight told members at EVA's May 2 meeeting.</p>

<h3>A proposal to change the traffic flow on Wood Street drew a crowd to EVA's monthly meeting. Many neighbors wondered why they hadn't heard about the plan earlier.</h3>
<p>East Village is likely to remain in multiple wards, 2nd Ward Ald. Brian Hopkins told East Village Association members Feb. 7. The online meeting highlighted the problems with a divided territory when attendees aired concerns about 1st Ward plans for bike lane improvements.</p>
<p>"If it were up to me, and I say this with some sense of irony, I like my ward, I really do," Hopkins told the 50 attendees, addressing dueling City Council <a href="https://www.google.com/maps/d/u/0/viewer?mid=1QVP8qRyWk5_d593KhQDNxXHp3ULxaI4n&ll=41.90686537184958%2C-87.6747164499865&z=14&fbclid=IwAR10trtWuzdd-Rq99GNv6HvWAeVuNoRdqOzKugqMzqg1W9JhWWUgEIfCee8" target="_blank">redistricting proposals</a>. "I like representing your neighborhood and I lose it under both versions and I'm sorry that it's happening. ... It's part of what I would consider my political base and no incumbent elected official voluntarily severs a portion of their political base."</p>
<p>A Latino Caucus draft moves East Village to the 34th Ward but the council's Rules Committee pulls it largely into Ald. Daniel La Spata's 1st Ward. However, Hopkins maintained that East Village's diversity will pull the neighborhood into more boundary shifts. The remap tug-of-war was <a href="https://www.eastvillagechicago.org/2021/10/east-village-chicago-ward-remap.html">previewed here</a> and discussed at EVA's <a href="https://www.eastvillagechicago.org/2021/11/community-groups-chicago-ward-remap.html" target="_blank">Nov. 1 meeting</a>. West Town community groups called for a unified ward in a <a href="https://www.eastvillagechicago.org/2021/11/coalition-unified-west-town-ward.html">Nov. 8 statement</a>.
<p>The remap ultimately may be put to voters in a June 28 referendum, without a map in the polling booth to sort out the options. Hopkins saw aldermen growing more concerned about dodging an election showdown, with a "window of opportunity" to send future remaps to an independent commission.</p>

<p>The Greater West Town Community Coalition, established in 2021 after Erin Groble and Sam Royko experienced a carjacking in Wicker Park, is working to bring elected officials, community stakeholders, and empowered neighbors together across all West Town communities. The coalition’s mission is to promote initiatives and alternatives for complex issues facing Chicago such as criminal justice reform, effective policing, and administrative reform. </p>
<p>Throughout 2021, West Town has suffered one vehicular hijacking every three days (99 as of October 31, 2021). West Town has seen the 2nd most vehicular hijackings for all community areas in Chicago. The West Town community zone includes, but is not limited to, Noble Square, East Village, Ukrainian Village, Wicker Park, East Humboldt Park, West Town and Smith Park. An increase in vehicular hijackings is not a problem unique to West Town. <p>We strongly object to any ward remapping proposal that further divides our neighborhoods. For instance, the proposed Latino Caucus map breaks the West Town community into six different wards, slicing neighborhoods like puzzle pieces and fracturing our community. <p>West Town's diverse community groups will be flexing their muscle this month to influence a <a href="https://www.eastvillagechicago.org/2021/10/east-village-chicago-ward-remap.html">ward remap</a> that threatens to divide them.</p>
<p>Guests advised members of the East Village Association and neighboring organizations Nov. 1 to reach out to aldermen and lobby for more cohesive, responsive wards.</p>
<p>"We have to have sharp elbows too," said Andrew Schneider, Logan Square Preservation president. "Don't believe the map has to look this way."</p>
<p>The odds are stacked against East Village retaining its current representatives. Daniel La Spata's 1st Ward is likely to follow migration northwest or risk losing its Latino majority. Brian Hopkins' lobster-shaped 2nd Ward is expected to sacrifice its western claw to consolidate around the Lincoln Yards development.</p>
<p>Dan Pogorzelski, who organized ethnic Polonia residents in the last remap, urged another "squeaky wheel" defense before the City Council to keep community interests in a single ward. Schneider suggested approaching aldermen individually to find allies who identify with their concerns.</p>
<p>An independent "people's map" centers one ward in East Village. "This is the first map ever to have a process influenced by the people of Chicago," said Damon Smith, Change Illinois community outreach director. Yet by sidestepping political alignments, the Change Illinois map must compete in the City Council without a champion.</p>
<p>Proponents are attempting to draft an ordinance proposing the map and asking voters to convince aldermen to support it. "Everyone loves our ideas academically, intellectually," said Chicago project manager Chaundra Van Dyk. Yet aldermen fear giving up turf will put their jobs at risk. </p>
